Legislation
Effective July 1, 2000, requires all hospitals and birthing centers with more than 200 live births per year to screen the hearing of all infants within one month of their birthdate. An attempt to conduct this screening to be made prior to discharge. Hospitals and birthing centers with less than 200 births per year to provide information to parents on the importance of newborn hearing screening tests. Requires parent notification of screening results, referral information for follow-up diagnosis, and annual report of screening results to the Health Division of the Department of Human Resources. Directs this Division, in cooperation with the Child Development and Rehabilitation Center and the Oregon Health Sciences University, to develop, on an annual basis, a list of screening devices; descriptions of protocols; and a list of sources for follow-up diagnostic and early intervention services. Establishes right to parent objection to screening on religious grounds and right to procedure irrespective of ability to pay. Establishes an advisory committee to be appointed by the Health Division.
