Legislation
By December 1, 2003, requires each birthing facility to include a hearing screening test as part of its standard of care for newborns. If less than 95% of newborns receive hearing screening, the state's Department of Health and Human Services to adopt immediately rules for a statewide hearing screening program (that need to be prepared by December 1, 2002). By January 1, 2001, requires parent education programs in every birthing facility. By December 1, 2000, data collection from every birthing facility and every confirmatory facility (a hospital or other health care facility that provides follow-up hearing testing) to begin as well as a Department tracking system for newborns and infants with hearing loss. Requires payment for hearing screening tests under medical assistance and health insurance plans.
